Bakalis earned three degrees, bachelors (1959), masters (1962)
and doctorate (1966) from Northwestern University. Bakalis has been
on the faculty of the University's Kellogg Graduate School of Management
since 1994. Bakalis has made noteworthy contributions to higher
education, educational administration and, most prominently education
policy. He has served on the faculty and as an administrator at
Northern Illinois University. Bakalis has held positions as Dean
of the School of Education at Loyola University and as President
of Triton College. Active in politics and government, he has served
as Illinois State Superintendent of Education from 1971-1975, Illinois
State Comptroller from 1976-1978 and Deputy Undersecretary of Education
for the United States from 1980-1982.
