Members present: Paulette Harding, Gloria Hamilton, Patrice Stearley, Anne Abramson, Robert Pruter, Marjorie Bengston, Lynne Smith, Joan Hopkins, Patricia Scott

The meeting began at approximately 10:00 a.m. three changes were made to the minutes from the spring, 2002 meeting. Once the minutes were revised, they were approved.

Review of NIDL Website

Paulette reported some problems with links on the NIDL website, on the Resources for Illinois Documents Librarians page. In particular, there appears to be no Legisnet-L listserv. Patrice will find out if this listserv is now defunct and, if so, inform Beth Clausen.

In addition, the link to Illinet web is bad. The group decided to remove this bad link and replace it with two links, one to the Illinois Depository Program and the other to the Illinet Coordinating Counsel. Also, the link to the Illinois Association of College and Research Libraries was corrected as follows: http://servercc.oakton.edu/~iacrl/

The group then discussed whether to retain the link to the Government Document Brochures and Pamphlets created by the University at Buffalo Libraries. The thought was that this website was more public service oriented and not especially useful to the members of NIDL. However, some members of the group felt that the NIDL website should also serve an educational and outreach purpose to new Government Documents Librarians, who might be interested in joining the organization for example.

Paulette then suggested that we divide into two groups, one which would suggest those websites to which the NIDL website should link and the other which would make suggestions regarding the look of the NIDL website. It was suggested that the web page be headed “Professional Resources for Illinois Documents Librarians.” On that page, the following suggested categories would appear: Listservs, Professional Organizations and Tools. Under those categories, the group recommended adding the following websites:

Paulette indicated that she would circulate these changes to the rest of the NIDL membership for their feedback.

Note Regarding Submission of Discard Lists

The group reviewed the Depository discard lists and bulletin board procedures as set forth at www.sos.state.il.us/library/isl/depos/discard.html.
Paulette solicited feedback from the group, on behalf of Mike Ragen, regarding the format of discard lists submitted to the Illinois State Library Federal Depository Group listserv. Up to this point, list members were asked to submit their lists as text attachments. However, shorter lists may be included within an email rather than as an attachment. Also, many list members have already begun to submit their lists in other formats like Word or Excel. The group agreed that those formats were acceptable although the UIC contingent may still be using PINE. Paulette reminded the group to save the announcement from the listserv, because it contains i.d. and password information. Also, she indicated that she would ask about archiving the discard lists.

House and Senate Bills regarding E Government

Paulette lead the group in a review of current House Bill 4187, the Presidential Records Act Amendments of 2002, and Senate Bill 803 and House Bill 2458, the E Government Act of 2001. Paulette reported that Bruce James had been nominated as the new Public Printer.

Patrice reported that she would be attending the upcoming meeting of the Illinois Coordinating Council on November 14. On the Council’s agenda was the formulation of a state plan for federal depository libraries in Illinois. An initial state plan had been proposed several years ago, but the issue had not been revisited up until this time.

Round Robin Reports

Patricia Scott (the John Marshall Law School) reported the large size of our entering class. She indicated that the portals to the JMLS catalog should now give outside users access to the Library’s collection. She also welcomed suggestions as to who to contact regarding foreign government sources.

Joan (Benedictine University) reported about the move to the Library’s new facility. The Library catalog has moved to Voyager. It is scheduled to be inspected.

Lynne Smith (NIU) also reported a large entering class. The Library was inspected last May. The regional historical center was relocated and the Library got additional storage space. Ten thousand books were moved over the summer.

Paulette mentioned the Illinois Periodicals Online at www.lib.niu.edu/ipo. The website has large holdings of periodicals like Illinois Issues. She reported further that Ann Glasgow is retiring at the end of December and Mary Ellen Leverence is taking her position. Jeannie Struna will be coordinator in 2003.

Lynne Kiviluoma (Chicago Public Library) was not at the meeting but reported by email that there have been staff lay offs at CPL. Roberta Palen moved to Minnesota and Lynn is the new department head. Steve Sposato transferred to the Literature Department and his old position was eliminated. Jan Brooks, who had been in the Government Publications Department since its inception in 1979, and Lyle Benedict, who had transferred to Chicago Public from the Municipal Reference Library, are being sent to branch libraries and will not be replaced.

Connie Fleischer (University of Chicago) reported that she will soon be going on maternity leave after the birth of her third child.

Paulette Harding (Poplar Creek Public Library) reported that two people at her Library are out on Family Medical Leave and they have been scrambling all summer to cover these vacancies. The Library has a new label maker. Also, the Library has a new Gateway to provide DVD ROM access to the public.

Bob Pruter (Lewis University) reported that he attended a conference in Springfield and received grants for a new work station, which pleased his director. He also finished weeding the entire collection, a year long project. The Library is migrating to Voyager, which has involved a lot of work for the catalogers.

Patrice Stearley (Northeastern University) reported that the Library is still adjusting to its migration to Voyager from DRA. She explained that migrations of this nature affect the Technical Services Dept first and Public Services only deals with the system at the end of the process. The adjustment has involved redirecting workflows and starting over from scratch. Problems with excessive down time due to a bug have been fixed with a patch. Endeavor applies marc standards differently than DRA, so there have been surprises with tags and differing interpretations of LC standards.

Gloria Hamilton (University of Chicago) reported that the Law Library had just completed a big shift. September 12 was an all staff day, which was patterned after similar staff development programs at other libraries. She took a tour of the law library, saw the new compact storage and heard how the professors use the Library. There is a hiring freeze in technical services, which is affecting her department greatly, as technical services does all the processing of Government Documents. There is a concern about the disappearance of government documents. Ilene Libby in the Social Sciences Department has been printing out relevant government materials in an effort to preserve them. The Libraries have had a collection management meeting in an effort to identify and print out disappearing government documents.

At this point, Lynne of NIU reported that her Library had also resorted to printing out some materials from websites, because there have been problems of law review articles citing to websites. Paulette reported that her Library has been cataloging electronic resources and in some cases, downloading larger documents to CD ROM, rather than printing them out.

Anne Abramson (The John Marshall Law School) reported that Tom Keefe had joined the Library staff as Computer Services Librarian and Li Ping had joined the Technical Services Dept and would be cataloging the Library’s government documents. The Library is still in the process of disposing of the CBA 50 state collection of state statutes and digests. The international collection has been moved to the 7th floor. Anne will soon be giving a presentation to Chinese judges and prosecutors regarding the U.S. government’s information system and wondered if the group had any suggestions as to what such a presentation might cover. Bob Pruter suggested talking about depository system and its history. Mike Ragen visited John Marshall over the summer and had a long chat with Professor Lousin, who was in Springfield when Mike was there and was instrumental in the creation and adoption of the 1970 Constitution. The School is in the midst of a dean search. The current dean will retire in Spring 2003.

Marjorie Bengston (UIC) reported that the Government Documents and Reference Desks have been merged into one and she is now answering general reference as well as government documents related questions. The Library has been canceling subscriptions as journals and magazines go electronic. Many professors and students prefer the print sources. The Library began migrating from Notice to Voyager last January. The catalogers have been busy because using Voyager involves many additional steps, especially with respect to serials.

Elections

The attendees voted on the following NIDL officers: Vice Chair/Chair Elect 2003 and Secretary Elect 2003. Lynne Smith announced the unanimous vote: Kristina Waldron, International Documents Librarian at Northwestern University will serve as Vice Chair/Chair Elect 2003 and Tiffeni Fontno, Visiting Documents Librarian, UIC will serve as Secretary Elect 2003. Jeannie Struna will serve as the next coordinator for the spring and fall, 2003 meetings.

The meeting adjourned for lunch at noon and then met again at 1:00 p.m. for an extensive tour of the beautiful new Benedictine University Library.

The Spring 2003 NIDL meeting will be cohosted by The John Marshall Law School and Chicago Public Library’s Patent Department on a date to be determined.
